After working in the Western battleground states in the 2004 presidential campaign, Wayne was elected Chairman of the Utah Democratic Party.

His chairmanship has been marked by dramatically increased candidate recruitment, remarkable fundraising, and innovative field and messaging programs that have transformed Utah politics. Wayne also represents all Western chairs on the Executive Board.
